CHENNAI: The state government has planned to set up an independent committee to appoint vice-chancellors to various universities, and an enquiry committee to probe irregularities in some appointments made earlier.
G Beem Rao, Maduravoyal MLA, told the state assembly on Monday said that the higher education department had been witness to a lot of incidents of corruption in the last five years. "The government should appoint an inquiry commission and act against those involved in corruption," he said. MLAs T Ramachandran of the CPI and Dr K Krishnaswamy of the Puthiya Tamizhagam also called for an inquiry commission.
Higher education minister P Palaniappan held the previous higher education minister K Ponmudy responsible for the present state of affairs in the sector. He pointed out various instances of corruption and irregularities during Ponmudy's term, including the decentralization of Anna University, the appointments of vice-chancellor, and the case of a student who passed three years at an engineering college without attending classes by getting another person to write his exams.
"The process of appointing university vice-chancellors is becoming a business, and like a politician is paid money to jump from one party to another a candidate is given a post to show his allegiance to a particular political party," Palaniappan said. He said his government was taking steps to ensure the right candidates were appointed as VC of Manonmaniam Sundaranar University, Madurai Kamaraj University, Mother Theresa Women's University and teacher training university. The process would be transparent, he said.
Minister Palaniappan recalled the confession of R Radhakrishnan, the first vice-chancellor of the Anna University of Technology Coimbatore, that he had paid money to secure the post. The minister also quoted professor M Anandakrishnan, the former Anna University vice-chancellor, as having said: "The price of a VC is Rs 10 crore to Rs 20 crore and touts collect money all the way from Raj Bhavan to the Secretariat."
